Administration Announces New Harvest Fuel Relief Program

Administration Announces New Harvest Fuel Relief Program

Ross Bodine | Policy Manager, NAWG

WASHINGTON, D.C. (October 20, 2026) – President Donald Trump and U.S. Department of Agriculture (USDA) Secretary Brooke Rollins announced $8 billion in assistance for agricultural producers through the new Harvest Fuel Relief (HFR) Program. The program will provide one-time payments to farmers facing higher fuel and input costs and ongoing market disruptions during the 2026 crop year.

Like the Farmer Bridge Assistance Program, HFR payments will use a uniform formula based on Farm Service Agency (FSA)-reported planted acres, Economic Research Service (ERS) cost of production estimates, and World Agricultural Supply and Demand Estimates (WASDE) yields and prices. Funding is authorized through the Commodity Credit Corporation Charter Act and will be administered by the FSA. The USDA expects to release payment rates for Title I commodities, including wheat, in November, and participation will not require enrollment in federal crop insurance. All application materials will be available on Login.gov, so interested growers should create an account before the application period is announced.

KY Small Grain, in partnership with the National Association of Wheat Growers (NAWG), will continue monitoring USDA's implementation of the program and will provide additional information as it becomes available.
